This
organization shall be known as the Manikiki
Nation under the Green Family YMCA Father/Son ‘Y’ Indian Guides.
Section 1: The
purpose of YMCA Father/Son Indian Guides
is
to foster the companionship of father and son.
Section 2: The
aims of YMCA Father/Son Indian Guides are:
a) To be clean in
body and pure in heart.
b) To be “Pals
Forever” with my dad/son.
c) To love the
sacred circle of my family.
d) To be
attentive while others speak.
e) To love my
neighbor as myself.
.
f) To seek and
preserve the beauty of the Great Spirit’s work in forest, fields and stream.
Section 3: The
slogan of YMCA Father/Son Indian Guides is “Pals Forever”.
Section 1: The
Manikiki Nation is an Indian Guide program unit of the Green Family YMCA. It consists of all ‘Y’ Indian Guides of this
Nation, properly registered and certified with the Green Family YMCA, and
organized in the district served by the Green Family YMCA
Section 2: The
recommended size of the tribe should be no less than six nor more than ten
fathers.
Section 3:
Membership is extended to boys who will be at least five years old before the
end of the calendar year that they make application. They may remain a member through age twelve. The boy must be sponsored by his father or
any other male adult.
Section 4:
Boys who are twelve years old before September 1, must leave after the
Fall campout.
a)
Boys
who are ten or eleven years old before September 1, may leave as outgoing
braves at the fall campout.
b)
Boys
with four years in Indian Guides may leave as outgoing braves at the fall
campout regardless of age.
c)
The
outgoing boys and fathers may attend all scheduled events until December 31st
of that year.
d)
A
boy who has left the Indian Guides as an outgoing brave may be readmitted to
the organization if he is still eligible for membership; but a boy will receive
an outgoing brave award one time only.
Section 1: The
Nation Council shall consist of elected officers; and the chief of each tribe,
or his authorized delegate
Section 2: The
Nation Council is the voting Board of Governors, on all Nation business.
Section 3:
Nation Council officers, except the Nation Chief, shall have no vote; except
when authorized by a tribal chief unable to attend a Council meeting. The Nation Chief may use his power of vote only
in the event of a tie.
Section 4: Any
other member of the Manikiki Nation may attend and have a voice, but may not
vote.
Section 5: The
Nation Council falls within the jurisdiction of the Green Family YMCA
organizational structure.
ARTICLE
V
Section 1: The
Nation Council is responsible for seeing that all tribes abide by all laws
stated in this Constitution.
Section 2: The
Nation Council is responsible for the recruitment of new members, formation of
new tribes, and aiding new tribes in getting started.
Section 3: The
Nation Council will prepare a schedule of events beginning October through
September. This schedule will list
events, approximate dates, sponsors, co‑sponsors, and proposed budget. The
schedule of events must be submitted to the Green Family YMCA.
Section 4: The
schedule of events will be submitted for discussion in June and approved by the
Nation Council in July.
Section 5: The
Nation Council will be concerned with the activities and problems of each tribe
within the Nation and shall aid weakened tribes.
Section 6: The
Nation Council shall insist that the basic standards of the ‘Y’ Indian Guides
be followed but may not determine the program of individual tribe events.
Section 7: If
an event sponsoring tribe is unable to fulfill the duties of sponsor, the
Nation Council shall fill the vacancy for sponsor or co‑sponsor, on a
volunteer basis from the tribal chiefs at council meetings. If no volunteers
come forth the Council Chief shall ask a tribal chief to fill the vacancy. If
this should fail, the Nation Chief will appoint a tribe to fill the vacancy.
Section
8: Any Nation event sponsor shall be
governed by the following guidelines:
1. Critiques
shall be passed out at least six months prior to the event unless requested by
the sponsor or recommended by a previous sponsor.
2. Changes to
events from previous year (location, price, type of event, month) shall be
governed by Article XV. The guidelines
for change require:
a. Presentation
of proposed changes at Longhouse.
b. Discussion at
the next Longhouse.
c. Vote of
ratification at the third successive Longhouse.
ARTICLE
VI
Section 1:
Manikiki Council meeting shall be held on the third Tuesday of each month;
place of meeting to be determined by the Nation Council.
Section 2:
Council meetings shall begin at 7:30 PM and adjourn by 10:00 PM unless the
majority present agrees to any change.
Section 3: A
quorum of 50% of the Nation Council body shall be required to transact a
meeting. Except for Article XI, Section 3.
Section 4:
Special meetings may be called by the Nation Chief with a one-week prior
notice.
Section 1:
Each Tribe is entitled to one vote on all Nation business providing the chief,
or authorized delegate, is present at meeting.
Section 2: A
vote is required on all financial matters exceeding $50.
Section 3: A
voice vote shall be satisfactory, unless a call vote is requested.
Section 4: In
case of ties, Nation Chief shall cast the deciding vote.
Section 1: A
Nation budget will be drafted by the Council officers, submitted in June and
approved by the Nation Council in July.
Section 2:
Periodically, the Nation will be assessed by the Federation of Nations to help
cover the cost of Federation operating expenses.
Section 3:
Main source of income to the Nation will be the Annual Fundraiser chosen by the
Nation Council. If any individual(s) or
tribe(s) chooses not to participate in the designated Nation Annual Fundraiser,
they may choose a different type of fund raising effort for which they will be
completely responsible for its operation.
Once the budget is agreed upon, the number of families in the Nation
will be divided into the budget to determine the mandatory family contribution
quota. The sponsor of the Nation’s
Annual Fundraiser will determine the number of sales and/or amount of profit
required from each family to be earned/paid for that year. A buyout option is permitted whereby a
family may pay an amount equal to the profit that would be generated by
achieving the family contribution/sales quota. Any family not contributing will be a member not in good
standing and will be asked to not attend free events and will forfeit Big
Medicine Points.
Section 1: The
elected officers of the Manikiki Nation Council shall consist of Nation Chief,
War Chief, Sachem, Medicine Man, Wampum
Bearer and Tallykeeper.
Section 2:
Duties of the NATION CHIEF:
a) To preside at
all Council meetings and executive board meetings and see that they are
conducted according to Robert’s Rules of Order.
b) To attend all
conferences during his term of office.
c) To appoint all
committees of the Council on a temporary basis.
d) To fill any
vacant office of the Council, executive board or committees by appointment
contingent to approval of the Council representatives.
e) To see that
the War Chief, Sachem, Medicine Man, Wampum Bearer and Talleykeeper perform
their duties as set forth in this constitution.
Section 3:
Duties of the WAR CHIEF:
a) To assist the
Council Chief with his duties.
b) To preside in
the absence of the Nation Chief.
c) To assume the
duties of any Council officer who may be absent.
d) To co‑ordinate
the Indian Guide membership promotion in the Manikiki Nation.
e) To assume the
office of Nation Chief upon the Nation Chief’s resignation, removal from
office, or incapacity to perform his duties.
f) Be responsible
for all Nation property and shall see that it is properly maintained and cared
for.
g) At mid‑point
of the event year, contact all Indian Guide families that have missed 3 or more
schedule events. Purpose of the contact is to determine the reason for the
absenteeism and resolve if possible. Report to Nation on the results of the
contacts.
h) Contact the
Federation or other Indian Guide Nations in search for ways to improve the
Manikiki Nation.
i) To attend all
Nation Council meetings and Executive Board meetings.
j) To notify the
Nation Chief at least one week in advance of any meeting he cannot attend.
Section
4: Duties of the SACHEM:
a)
To advise the
Nation Chief in matters of importance.
b)
To preside in
the absence of Nation Chief and War Chief.
c)
To assist in
the duties of any Nation Council officer who may require assistance.
d)
To attend all
Nation Council meetings and Executive board meetings.
e)
To notify the
Nation Chief at least one week in advance of any meeting he cannot attend.
f)
To
maintain and update the Manikiki Nation Handbook and History.
g)
Contact the
Federation and or other Indian Guide Nations in search of ways to improve the
Manikiki Nation.
Section
4: Duties of the MEDICINE MAN:
a)
To insure that
sponsoring tribes have adequate supply of beads/claws for distribution.
b)
To be
responsible for Big Medicine and 100% participation award systems, and to
report results monthly.
c)
To penalize
sponsoring tribe, by forfeiture of points, for failure to submit a critique
within two Nation Council meetings or event, unless an extension is granted by
the Nation Council.
d)
To attend all
Nation Council meetings during his term of office.
e)
To notify the
Nation Chief at least one week in advance of any meeting he cannot attend.
f) To conduct an
opening plea to the Great Spirit at all Nation meetings.
Section 5:
Duties of the WAMPUM BEARER:
a) To handle all
financial obligations assumed by the Manikiki Nation Council.
b) To handle all
money for the Nation Council including collections and disbursements and to
maintain an accurate record of all transaction.
c) To assist
tribes in ordering equipment and supplies.
d) To issue a
receipt for all moneys collected and keep duplicate copies of all receipts.
e) To report at
each regularly scheduled Nation Council meeting the finances of the Manikiki
Nation.
f) To attend all
Nation Council meetings and Executive Board Meetings.
g) To notify the Nation Chief at least one week in advance of any meeting he cannot attend.
Section 6:
Duties of the TALLYKEEPER:
a} To keep minutes of the Nation Council
meetings of the Manikiki Nation.
b) To handle all
correspondence with the assistance of the ‘ Y ‘ secretary. This includes the notification of all
meetings.
c) To keep an
accurate record of individual attendance at Nation Council meetings.
d) To attend all
Nation Council and Executive Board meetings.
e)
To notify the
Nation Chief at least one week in advance of any meeting he cannot attend.
Section 1:
Eligibility for Office:
a) Candidates for
Council office must have been a member of the Manikiki Nation for at least
one-year.
b) Candidates
must have held the office of chief on a tribal level.
c) Candidates
must be able to attend meetings.
d) Candidates for
Sachem must have served on the Nation Council for at least two years during
which time he has held the position of Nation Chief for at least one-year. If no one meets these qualifications for
Sachem, the Nation Council shall elect a Sachem from the most qualified
members.
Section
1: A nomination committee shall be
appointed by the Nation Chief at the May Nation Council meeting.
a) The nominating
Committee shall consist of members from different tribes, plus the Nation
Chief.
b) The Nominating
Committee shall select its chairman from its members.
c) The Nominating
Committee shall check each candidate’s eligibility and willingness to run for
office.
d) The Nominating
Committee shall be responsible for properly conducting the Nation Council
elections.
Section
2: The Nominating Committee shall
present its slate at the July Nation Council meeting: at which time nominations
will be accepted from the floor.
Section
3: Election of Nation Council Officers shall
be held at the August Council meeting, regardless of percentage of tribes
present.
Section 4: All
nominees must attend the Nation Council meeting election night or have written
acceptance on hand or acceptable excuse, in case of an emergency, to be eligible
for election.
Section 5:
Nation Officers shall be elected by a simple majority of tribe votes cast at
Nation Council meeting.
Section 6:
Nation Officers shall be installed at the Fall Campout Fire Ceremony and begin
their term of office October 1st.
EXECUTIVE
BOARD
Section
1: The Executive Board should consist
of the six Nation Council officers and the YMCA Youth Director.
Section
2: The Executive Board should discuss
all business prior to a Nation Council meeting in an attempt to find solutions
to problems and shall recommend these to the Nation Council for its approval.
Section 3: The
Executive Board, and the individual officers shall be responsible for informing
their successors of, and training them in their respective offices.
Section
1: Any Nation Council officer may be
removed from office for failing to perform his duties as set forth in this
constitution.
Section
2: Any member of the Nation Council may
make a motion to have one of the officers removed from office. He must declare in writing his reasons for
making such a motion. After discussion,
and after a two-week interval, a two‑thirds vote of the Nation Council is
required.
Section 1:
This constitution may be amended by four‑fifths of the Nation Council
with an interval of one month prior to vote.
Section 1:
This constitution shall become effective immediately upon ratification by four‑fifths
of the tribes who are present at the announced ratification Nation Council
meeting of the Manikiki Nation.
PARTICIPATION
AWARD
1. Recognition awards shall be given to little
braves for participation in the equivalent of all Nation events less one. One event can be missed without a make-up
except for the Annual Fundraiser and the Christmas Project. Attendance will be based on the personal
registration of the little brave at each event.
2. Braves must participate in the Annual
Fundraiser and participate in the Christmas Project in order to remain eligible
for the Participation Award.
3. The program year begins October 1st and ends
September 30th. Participation Awards
shall be presented at the Annual Banquet following the program year.
4. Suggestions for the type of award to be
presented should be submitted to the sponsoring tribe at least three months
prior to the Annual Banquet. The
sponsoring tribe will be responsible for selecting and obtaining the awards.
5. New little braves are not required to attend
the October event. They remain eligible for the Participation Award by
participating in the equivalent of all other Nation events less one. Credit for a second missed event can be
earned by participating in a sanctioned parade or service project otherwise
known as a “make-up” event.
6. Little braves must attend a nation event for
one (1) hour in order to remain eligible for the Participation Award, with the
exception of the campouts, the Annual Fundraiser, and the Christmas Project.
7. Little braves must spend one night at either
campout in order to remain eligible for the Participation Award.
8. A thirty-day notice must be given to change
the date of a Nation event in order for that Nation event to count for the
Participation Award. In case of a
canceled event or a change of date not meeting this criterion, the minimum
participation requirement shall be reduced appropriately.
9. The spirit
and meaning of the award depends on the integrity and honesty of the braves
involved. It is up to the individual
to insure honest execution on reporting.
10. If a
Little Brave attends one sanctioned parade or participates in the Manikiki
Nation service project for at least one (1) hour within the same event year, he
will be given credit for one missed Nation Event. The Christmas Project and the Annual Fundraiser are not eligible
for make‑up. The little Brave
will not be eligible for awards or Big Medicine Points in regards to the make‑up
event. Credit is given only in regards
to the Participation Award. The Little
Brave will be eligible for any and all awards with regards to the parades and
service project. This “make‑up”
event is only good for one missed Nation Event in one year.

The program
year begins October 1st and ends September 30th of the following year. Big Medicine Awards shall be presented at
the Annual Banquet following the program year.
Out going braves at the fall campout are to be considered guests at all
events up to and including the Annual Banquet.
2.
Big Medicine
points shall be awarded, in accordance with the Attendance Point Schedule, for
attendance at each Nation event and shall be based on the personal registration
of big and little braves at each event.
Only approved Nation events shall come under the Big Medicine Award
Point System. In case of a canceled
event or a change of date not meeting the thirty-day notice criterion, no
attendance points will be awarded.
3.
Tribes
represented at all Nation events shall receive 25 bonus points at the end of
the program year.
4.
Tribes
represented at each Nation Council meeting shall receive 10 points per
meeting. Tribes represented at all
Nation Council meetings shall receive 10 bonus points at the end of the program
year.
5.
Tribes who
turn in Smoke Signal articles at the Nation Counil meeting shall receive 5 points
per meeting. Tribes who turn in Smoke
Signal articles at all Nation Council meetings shall receive 5 bonus points at
the end of the program year.
6.
Points for
competitive events shall be awarded on a tribal basis according to the
following Schedule A.

Place ‑ 5 points
Preliminary
points shall be used to determine the winning tribes. Preliminary points shall be awarded for each contest, individual
or tribal, within an event on the following basis:
1st
Place ‑ 3 preliminary points

Place ‑ 2 preliminary points
3rd
Place ‑ 1 preliminary point
Preliminary
points for each contest shall be summed for each tribe and divided by the
number of little braves in the tribe.
The resulting factor shall be used to determine the winners. Big
Medicine Points will be awarded to the top 5 tribes according to the above
schedule.
Preliminary
points will be used to determine 1st through 5th places for the Bowling and
Campout events. First through 5th place
for the Annual Fundraiser will be determined as described in 8A .
In the event
of ties in preliminary points, place points (Big Medicine Points) shall be
averaged and rounded to the nearest whole point.
7.
Big Medicine Points for future events
will be recommended by the sponsoring tribe and adopted upon approval of
majority of the Nation Council in attendance at the Nation Council meeting.
8.
Annual Fundraiser:
a) Competitive Points shall be awarded to the top 5 tribes
on the basis of average sales per family in the tribes as defined by “Total Tribe Sales and Total Tribe
Families”.
b) Attendance Points shall be awarded on the basis of
the percentage calculated by tribe contribution to profit \ total Tribe
contribution to profit quota.
c) Twenty‑five bonus points shall be awarded to
those tribes who meet their tribal quota as defined by “Family quota x Total
Tribe Families”.
d) That individuals, not in the position of
participating in the Annual Fundraiser, be allowed to contribute the amount of
profit that would be generated by selling quota and be eligible for any and all
awards and points.
9. Sponsoring tribes shall forfeit any and
all sponsor points for a given event for failing to turn in a critique in
addition to old critique for said event within two Nation Council meetings
after the event, unless extended by the Nation Council.
10. The tribes
that are co‑sponsoring the event shall be awarded points if so
recommended by the sponsoring tribe and approved by the Nation Council.
11. Competitive
points shall not be awarded for postponed events.
12. Sponsor and co‑sponsors
points for Nation events shall be reviewed annually.
13. Any tribe not
fulfilling the duties of sponsor, co-sponsor, or co-co-sponsor will be ineligible
for the Big Medicine Award.
The Nation Council shall resolve any item not covered by these rules or any questions regarding interpretation!
